The Reasonable and Prudent Parent Standard

Children in out-of-home care have the right to have a normal childhood or adolescence. The people involved in their lives are responsible for creating as much normalcy as possible.

The Reasonable and Prudent Parent Standard, which federal legislation requires and the state of Wisconsin enacted, is meant to assure normalcy for children living in out-of-home care.

It’s the responsibility of all involved in the child welfare and youth justice system to promote normalcy for all children and youth living in out-of-home care. Therefore, role specific training has been developed to support your work with children, youth and out-of-home care providers.

Access, Initial Assessment and Ongoing CPS Workers

Material about The Reasonable and Prudent Parent Standard (RPPS) is contained within the required Case Worker Pre-Service Web-Based training modules. If you complete the Case Worker Pre-Service Web-Based training modules, you do not need to complete additional training on the RPPS.

Foster Care Coordinators

Foster Care Coordinator Pre-Service web-based training includes The Reasonable and Prudent Parent Standard (RPPS) information within the training. If you complete the Foster Care Coordinator Pre-Service web-based training, you do not need to complete additional training on the RPPS.

This module is intended to be completed by County and Tribal Agency Child Welfare Supervisors, Youth Justice Workers, and Other Staff who do not complete the Case Worker Pre-Service or the Foster Care Coordinator Pre-Service web-based training.
