David Harkins

David is the Budget and Finance Manager at WCWPDS. He makes sure the budget is set, contractors are procured, bills are paid, costs are properly reported, and various other contracting and fiscal matters. Before PDS, David was Title IV-E Program Manager and Budget Analyst for the Department of Children and Families, and well before that he earned an M.S. in Public Policy and Urban Planning from the University of Iowa. Outside of PDS he enjoys recreational volleyball and curling, and competitive euchre.
