Foundation Overview

Foundation training, standardized across the state, focuses on skill development for child welfare workers and provides consistency and equity in the application of best practice in all seventy-two Wisconsin counties.

All new Child Protective Services caseworkers with job functions in the areas of Access / CPS Intake, Initial Assessment, and Ongoing must complete fifteen days of training in key areas of CPS practice within the first two years of employment.

Required Foundation Courses:

The following foundation courses are required:
  • Safety in Child Protective Services - Present Danger (one day) - previously named “Present Danger and Protective Planning”
    • This one-day course is required for Access, Initial Assessment, and Ongoing CPS staff beginning July 1, 2017.
    • After-hours staff are encouraged to complete this course.
  • Safety in Child Protective Services - Impending Danger (two days) - previously named “Safety in Child Protective Services”
    • This two-day course is only required for Initial Assessment and Ongoing CPS staff beginning July 1, 2017. (Those staff who only have Access responsibilities are no longer required to complete this course as of July 1, 2017.)
  • Engaging to Build Trusting Relationships (two days)
    • A required two-day course for Access, Initial Assessment and Ongoing CPS staff beginning July 1, 2016.
  • Supporting Change Through Engagement (two days)
    • A required two-day course for Access, Initial Assessment and Ongoing CPS staff beginning July 1, 2016. 
    • Engaging to Build Trusting Relationships foundation course must be completed before attending this course.
    • Please register for the Engaging to Build Trusting Relationships course in PDS Online before registering for the Supporting Change Through Engagement course
    • NOTE: Workers who completed the three-day Engaging to Build Trusting Relationships course should NOT register for and attend the Supporting Change Through Engagement course.  
  • Case Practice with American Indian Tribes (two days)
    • A required two-day course for Access, Initial Assessment and Ongoing CPS staff.
  • Placement (two days)
    • A required two-day course for Access, Initial Assessment and Ongoing CPS staff beginning July 1, 2016
    • Workers who completed the three-day Separation, Placement and Permanence course should NOT register for and attend this course.
Menu Option Foundation Courses:

The following foundation courses are menu options to complete the additional required days of training:

  • Trauma Informed Practice (two days) - a foundation course beginning July 1, 2017, replacing Effects of Maltreatment on Child Development
  • In the Best Interest of the Child: Making the Most of Family Interaction (two days) - a new foundation course beginning July 1, 2017
  • Access (one day)
    • After-hours staff are encouraged to complete this course
  • Initial Assessment (three days)
    • Safety in Child Protective Services - Present Danger and Safety in Child Protective Services - Impending Danger foundation courses must be completed before attending this course
    • Please register for both courses (Safety in Child Protective Services - Present Danger AND Safety in Child Protective Services - Impending Danger) in PDS Online before registering for the Initial Assessment course 
  • Ongoing Case Planning (two days)
    • Safety in Child Protective Services-Present Danger and Safety in Child Protective Services-Impending Danger foundation courses must be completed before attending this course 
    • Please register for both courses (Safety in Child Protective Services - Present Danger AND Safety in Child Protective Services - Impending Danger) in PDS Online before registering for the Ongoing Case Planning course
